Forty-four-year-old Scott Boothman of Warroad, Minn., faces three felonies including terrorizing and two misdemeanors including drunken driving. Court documents do not list an attorney for him.
The Walsh County Sheriff's Department says Boothman was driving with his girlfriend and her daughter from Warroad to Grand Forks Sunday when he allegedly forced them to stand outside at an Interstate 29 exit near Grafton. The wind chill that night was as cold as 30 degrees below zero. Sheriff Lauren Wild says the woman and girl were not injured by the cold.
Boothman was arrested after a chase that authorities say reached speeds of 100 mph.
